1       The Players

1.1       Number of Players

A match is played between two sides. Each side shall consist of 11 players, one of whom shall be captain.

1.2       Nomination of Players

1.2.1    Each captain shall nominate playing 11 players in writing to the umpires before the toss. No player (member of the playing eleven) may be changed after the nomination without the consent of the umpires and opponent captain.

1.2.2    If by the match start time, any player or players of a team are not present, then match can only be started if that team has minimum of 6 players present at that time. Remaining players can join at any time during the game but only at the end of any given over and not in the middle of the over with the permission of the umpire

1.2.3    There will be 5 minute grace period if the team don’t have minimum six players before considering a match to be forfeit however if there are 6 players available, the match has to be started immediately. If the team with 6 players delays a start, the umpire will give one warning before calling the match in favor of the other team.

1.2.4    Substitute fielders will not be allowed.


2       Substitutes and Runners, Batsman or Fielder Leaving the  Field, Batsman Retiring, Batsman Commencing Innings

2.1       Fielder absent or leaving the field

2.1.1    If a fielder fails to take the field with his side at the start of the match or at any later time, or leaves the field during a session of play, the umpire shall be informed of the reason for his absence, and he shall not thereafter come on to the field during a session of play without the consent of the umpire. The umpire shall give such consent as soon as practicable.

2.1.2    Batsman can be retired hurt if umpires deemed that the injury is genuine and the batsman is unable to continue. The retired hurt batsman can return only at the end of the innings at No 11 batting position.

2.1.3    Batsman can be Retired out at any point. This means that rather than getting out any other way, batsman decided to retire out and walk away giving chance to the next batsman. This can be decided by the batsman or their respective captain. Retired out Batsman Can’t return to bat again for that game as it is considered out

2.1.4    Substitute fielders will not be allowed. Substitute Runners will not be allowed.


3       The Umpires

3.1       Appointment and attendance

The following rules for the selection and appointment of umpires shall be followed as far as it is practicable to do so:

3.1.1    The umpires for each match will be appointed by ORGANIZERS/Team Captains

3.1.2    The umpires shall control the game as required by these Rules.

3.1.3    Neither team will have a right of objection to an umpire’s appointment.

4       The Scorers

4.1       Appointment of scorers

Scorers shall be appointed to record all runs scored, all wickets taken and, where appropriate, number of overs bowled.

4.2       Correctness of scores

The scorers shall frequently check to ensure that their records agree. They shall agree with the umpires, at least at the end of each over and at the conclusion of the match, the runs scored, the wickets that have fallen and, where appropriate, the number of overs bowled.

4.3       Acknowledging signals

The scorers shall accept all instructions and signals given to them by the umpires. They shall immediately acknowledge each separate signal.


5       The Ball

5.1       Approval and control of balls

5.1.1    The ORGANIZER/Host Team shall provide cricket balls.

5.1.2    Ball will be wrapped with tape (White) provided by the Host Team and will be changed after every four overs during each innings. Tape should be single tape same on all the balls

5.1.3    Balls can also be changed other than as mentioned in Rule 5.1.2 if the umpires deem that the ball is not of the adequate condition to be played with.


6       Innings

6.1       Number of innings

All matches will consist of one innings per side, each innings being limited to a maximum of 8 overs. All matches shall be of one day’s scheduled duration.

 6.2       Length of Innings

6.2.1    Each team shall bat for 8 overs unless all out earlier.

6.2.2    Bowling side is required to complete 8 overs in 35 minutes duration on average.

6.2.3    Below only applies if the team deliberately delays the games ignoring umpires warning to keep the game moving:

In case bowling team fails to complete required number of overs in allotted time, captain of the said team will opt for one of the following penalties

  • 5 runs per completed over(s) remaining to be bowled by the end of allotted time and fine of CAD 20 per completed overs(s) remaining to be bowled by the end of allotted time.
  • In case batting side is found to be guilty of time lost, they will face penalty of 5 runs per completed over(s) remaining to be bowled by the end of allotted time and fine of CAD 20 per completed overs(s) remaining to be bowled by the end of allotted time

6.2.4    All times lost during an inning on account of injury or any other reason which umpires deem fit to exclude, will be reduced from the loss time.

6.2.5    Delayed or Interrupted Matches

When playing time has been lost the revised number of overs to be bowled in the match shall be determined by Team Captains.

6.2.6    Number of Overs per Bowler

 Only Two bowlers in an inning are allowed to bowl no more than 2 overs

All other bowler shall bowl no more than 1 over in an inning.

It will take minimum 6 bowlers to complete 8 over innings


7       Intervals

7.1       No drinks intervals shall be permitted.

7.2       An individual player may be given a drink either on the boundary edge or at the fall of a wicket, on the field, provided that no playing time is wasted. No other drinks shall be taken onto the field without the permission of the umpires.


8       Boundaries

8.1       The boundaries of the field of play

Boundaries will be marked clearly by ORGANIZER/Host Team before the start of the match. There may be different rules for different grounds as not all venues are same but all the scoring and boundary markers will need to be agreed and marked before the start of game 1 and consistent for the day.

8.2       Scoring a boundary

If an unauthorized person enters the playing arena and handles the ball, the umpire at the bowler’s end shall be the sole judge of whether the boundary allowance should be scored or the ball be treated as still in play or called dead ball if a batsman is liable to be out as a result of the unauthorized person handling the ball.


9       Result

9.1       A Win

The side which has scored in its one innings a total of runs in excess of that scored by the opposing side in its one completed innings shall win the match.

 9.2       Umpire awarding a match

a) A match shall be lost by a side which either

  1. concedes defeat or
  2. in the opinion of the Umpires refuses to play and the Umpires shall award the match to the other side.

9.3       Team winning the match will be awarded 3(three) points.

Team losing the match will be awarded 1(one) point

Winner of the tournament will based on the Winner of the Final.

9.4       A Tie

9.4.1    Tie Match

In the event of a tied match the both teams shall be allotted 2(two) point each.

No Super Over will be played during any group matches other than knockouts


10     Dead Ball

10.1     Ball is dead

(a)        The ball becomes dead when

(i)         it is finally settled in the hands of the wicket-keeper or the bowler.

(ii)        a boundary is scored.

(iii)       a batsman is dismissed.

(iv)       whether played or not it becomes trapped between the bat and person of a batsman or between items of his clothing or equipment.

(v)        whether played or not it lodges in the clothing or equipment of a batsman or the clothing of an umpire.

(vi)       umpire is satisfied that for an adequate reason the striker is not ready for the delivery of the ball and, if the ball is delivered, makes no attempt to play it.

(vii)      one or both bails fall from the striker’s wicket before he has the opportunity of playing the ball

(viii)     the bowler drops the ball accidentally before delivery

(vi)       the umpire calls Over or Time.

(b)        The ball shall be considered to be dead when it is clear to the umpire at the bowler’s end that the fielding side and both batsmen at the wicket have ceased to regard it as in play.


11     No Ball – if a delivery is wide or no at the same time, wide delivery is called

11.1     The umpire shall ascertain whether the bowler intends to bowl right handed or left handed, over or round the wicket, and shall so inform the striker.

It is unfair if the bowler fails to notify the umpire of a change in his mode of delivery. In this case the umpire shall call and signal No ball.

11.2     Following will be considered as no ball

a) If, in the opinion of either umpire, the ball has been thrown. If the bowlers throws the ball for three consecutive times, then umpire will ask the captain of fielding side to take the bowler off.

b) If a delivery is unfair in term of feet. For a delivery to be fair in respect of the feet, in the delivery stride,

–           the bowler’s front foot must land with some part of the foot, whether grounded or raised, behind the popping crease (Front Crease)

–           the bowler’s feet must not be cutting the side crease and bowling inside the side crease line

c) if a ball having been delivered, without having previously touched the bat or person of the striker, either

(i) bounces more than twice before it reaches the popping crease; or

(ii) rolls along the ground before it reaches the popping crease (front crease).

d) If a bowler bowls a ball underarm

e) ball that passes above shoulder height of the batsman (No Bouncers are allowed in any inning so any delivery above the shoulder height will be given No Ball)

f) Any delivery which passes or would have passed on the full above waist height of the striker standing upright at the crease

In case of (e) and (f) above, an umpire standing at the bowler’s end my consider consulting with the leg umpire. However any umpire can make a call of a no ball.

g) Any bowler deliver 2 beamers (full toss above waist height and deemed dangerous to the batsmen). On the first occasion, Umpire will caution the bowler, the second time; have him removed from the attack for the remainder of that innings.

h) If the bowler breaks the non-striker’s wicket during the act of delivery

11.3     An umpire shall revoke the call of No ball if the ball does not leave the bowler’s hand for any reason.

11.4     The ball is not a no ball if it doesn’t pitch in the playing area. It is not relevant to this rule.

11.5     There will be no Free Hit after a foot-fault no ball


12     Wide Ball – if a delivery is wide or no at the same time, wide delivery is called

Over the line is a wide ball

12.1     Clear marking will be made equal to blade of the bat from the off stump. Any ball bowled outside that mark will be called wide ball by umpire.

12.2     All balls bowled outside the legs stump of the batsman will be called wide ball by umpire.

12.3     Delivery will not be a Wide

  • If a player Switch Hit (Changes from playing Right to Left or Left to Right)
  • If the ball touches the striker’s bat or person.

12.4     Reverse Sweep is not a switch hit and the Normal Wide Ball Rule Stays

12.5     The umpire shall revoke the call of Wide ball if there is then any contact between the ball and the striker’s bat or person

12.6     Wide ball will be counted as valid delivery but 3 runs will be awarded to batting side on wide ball plus any extra runs batting side can score as byes or overthrows etc. This rule will be applicable throughout the innings except for in the last over of each inning.

In the last over of each inning, normal wide rule will be applicable where the Wide delivery will not be counted as a legal valid delivery however 1 runs be awarded to batting side on wide ball plus any extra runs batting side can score as byes or overthrows etc.

13     Bye and Leg Bye

13.1     Byes

If the ball, not being a No ball or a Wide, passes the striker without touching his bat or person, any runs completed by the batsmen or a boundary allowance shall be credited as Byes to the batting side.

13.2     Leg byes

13.2.1  If a ball delivered by the bowler first strikes the person of the striker, runs shall be scored only if the umpire is satisfied that the striker has either

(i)         attempted to play the ball with his bat, or

(ii)        tried to avoid being hit by the ball.

If the umpire is satisfied that either of these conditions has been met, and the ball makes no subsequent contact with the bat, runs completed by the batsmen or a boundary allowance shall be credited to the batting side

13.2.2  Leg byes not to be awarded

If the umpire considers that neither of the conditions in (i) and (ii) has been met, means that no shot is attempted, then the Leg byes will not be awarded. Runout, stumps and bowled is still allowed

13.2.3  Batsman can be run out by fielding side if he attempts to run under clauses 13.2.1 and 13.2.2.

 14     Batsman out of His Ground

If the running batsman has grounded any part of his foot behind the popping crease, then any subsequent loss of contact with the ground of his person or bat, during his continuing forward momentum, should not be interpreted as being ‘out of his ground’.

15     Timed Out

Incoming batsman must be in position to take guard or for his partner to be ready to receive the next ball within 60 seconds of the fall of the previous wicket. The incoming batsman is expected to be ready to make his way to the wicket immediately a wicket falls.

16     Hit the Ball Twice

16.1     The striker is out Hit the ball twice if, while the ball is in play, it strikes any part of his person or is struck by his bat and, before the ball has been touched by a fielder, he willfully strikes it again with his bat or person, other than a hand not holding the bat, except for the sole purpose of guarding his wicket.

16.2     Not out Hit the ball twice

Notwithstanding 16.1 above, the striker will not be out under this Law if

(i)         he makes a second or subsequent stroke in order to return the ball to any member of the fielding side.

17     Hit Wicket

17.1     The striker is out Hit wicket if, after the bowler has entered his delivery stride and while the ball is in play, his wicket is put down either by the striker’s bat or by his person either

(i)        in the course of any action taken by him in preparing to receive or in receiving a delivery, or

(ii)       in setting off for his first run immediately after playing, or playing at, the ball, or

(iii)       in lawfully making a second or further stroke for the purpose of guarding his wicket

17.2     If the striker puts his wicket down in any of the ways described in this clause, before the bowler has entered his delivery stride, either umpire shall call and signal Dead ball.
17.3     Not out Hit wicket

Notwithstanding 17.1 above, the batsman is not out under this clause should his wicket be put down in any of the ways referred to above if

(a)        it occurs after he has completed any action in receiving the delivery, other than in 17.1 (ii) and (iii) above.

(b)        it occurs when he is in the act of running, other than in setting off immediately for his first run.

(c)        it occurs when he is trying to avoid being run out or stumped.

(d)        it occurs while he is trying to avoid a throw-in at any time.

(e)        the bowler, after entering his delivery stride, does not deliver the ball. In this case either umpire shall immediately call and signal Dead ball.

(f)        the delivery is a No ball.

18     Leg Before Wicket

18.1     Batsman cannot be given out leg before wicket

19     Obstructing the Field

19.1     Either batsman is out Obstructing the field if he willfully obstructs or distracts the opposing side by word or action. It shall be regarded as obstruction if either batsman willfully, and without the consent of the fielding side, strikes the ball with his bat or person, other than a hand not holding the bat, after the ball has touched a fielder.

19.2     It is for either umpire to decide whether any obstruction or distraction is willful or not. He shall consult the other umpire if he has any doubt.

19.3     In case of 2nd offence from the fielding side during the same match, umpire may ask the fielder to leave the field.

19.3     The striker is out should willful obstruction or distraction by either batsman prevent a catch being made.

21     Net Run Rate

In case there is a tie on the points to determine the semifinalist, Net Run Rate method will be used.

Team’s net run rate is calculated by deducting from the average runs per over scored by that team, the average runs per over scored against that team

In the event of a team being all out in less than its full quota of overs, the calculation of its net run rate shall be based on the full quota of overs to which it would have been entitled and not on the number of overs in which the team was dismissed.”

Let’s take as an example below for South Africa’s net run-rate.


South Africa had scored:

  • Against India, 254 runs (for 6 wkts) from 47.2 overs
  • Against Sri Lanka, 199 runs (for 9 wkts) from 50 overs
  • Against England, 225 runs (for 7 wkts) from 50 overs

Across the three games, South Africa scored 678 runs in a total of 147 overs and 2 balls (actually 147.333 overs), a rate of 678/147.333 or 4.602 rpo.


Teams opposing South Africa scored:

  • India, 253 (for 5 wkts) from 50 overs.
  • Sri Lanka, 110 all out from 35.2 overs.
  • England, 103 all out from 41 overs.

In the case of Sri Lanka and England, because they were all out before their allotted 50 overs expired, the run rate is calculated as if they had scored their runs over the full 50 overs.

Therefore, the run-rate scored against South Africa across the first three games is calculated on the basis of 466 runs in a total of 50 + 50 + 50 = 150 overs, a rate of 466/150 or 3.107 rpo.


The net run-rate is, therefore,

In case Net Run Rate is a tie, whoever teams won in a league match will go through to semifinal.

22     Discipline

All the players must maintain discipline on and outside the field. Its captain responsibility to ensure that all the players maintain the required discipline. Use of offensive language, fighting with other team members or umpires and making fun of other players is strictly prohibited.

23     General

Any rules missed in the above set of rules will be applied as per common form of cricket.

24     Decision of Umpire

All decision of on field umpire will be final even if the umpire, knowingly or unknowingly, makes a decision which is not in accordance with these rules. In case of both the umpires are not in agreement, they will discuss and relate the final decision to the teams.

25     Interpretation of Rules

Decision of ORGANIZER will be final with regard to interpretation of any of the above rules.

26     Equipment

26.1     The Cricket ball will be White taped only once and will be provisioned by the on field umpire. Double Tape is not allowed

26.2     Use of the Fiber bat is not allowed in the tournament.

27     Gloves

Gloves are not allowed even also to the wicket keeper. If batsman or wicketkeeper wants to wear, they can wear Inners which are very thin gloves. Anyone can wear the inner but ensure that they are thin inners. Anything which will constitute as a glove will not be allowed.

28     Uniform

All Players are requested to wear Uniforms. Shorts are allowed but not recommended. T-Shirts are allowed but WHITE color is not allowed for the T-Shirts.

29     Powerplay

29.1     The first two overs of each inning is considered bowling power play

29.2     Only two fielders are allowed outside the 30-yard circle during mandatory bowling power play. Different area can be identified as inner circle depending on the ground

29.3     Umpire will signal a no ball if more than 2 fielders are outside the 30-yard circle during mandatory batting power play

29.4     There will be one mandatory batting power play in the 6th over

29.5     Only three fielders are allowed outside the 30-yard circle during mandatory batting power play. Different area can be identified as inner circle depending on the ground

29.6     Only six (6) fielders are allowed outside the 30-yard circle during the Non-power play overs (Overs No. 3/4/5/7/8). This means at all times, there has to be minimum five (5) fielders including bowler and wicket keeper who has to be inside the 30-yard circle

30     Overthrow

30.1     Overthrow runs will be counted as additional runs batting side can score as overthrows etc.

31     Running out a batsman “backing up” – ManKad

31.1     Bowler will warn batsman once before ManKad a batsman. Each new batsman will be given one warning before Man Kad run out

As a bowler enters his delivery stride, the non-striking batsman usually ‘backs up’. This means he leaves his popping crease and walks towards the other end of the wicket so that it will take him less time to reach the other end if he and his batting partner choose to attempt a run.

A bowler may no longer “Mankad” a batsman once he has entered his delivery stride. However; a bowler to run out a non-striker who has strayed outside his crease after he has started his run up, but before he has entered his delivery stride. (as the stride during which the delivery swing is made; it starts when the bowler’s back foot lands for that stride and ends when the front foot lands in the same stride.)


32     Ball Throwing

Bending the Arm / Ball Throwing / Chunking / Jerking are the few terms used interchangeably

(b)        A bowler is suspected to throw the ball if while delivering the ball, the bowler bends the arm more than 15 degrees. Please note, bending is allowed only it is not allowed more than 15 degrees

(b)        There is also a situation where the bowler towards the end without pausing or bending his arm uses the wrist. This is not chucking as the bowler is not bending the arm

(c)        if the Umpire deems that the bowler is infact bending the arm more than 15 degrees, than the umpire will give one warning to the bowler before giving a no ball

(d)        Any captain or fielder CAN’T raise this issue. This is an automatic yellow card offence as it is sole umpire discretion. These are certified umpires and don’t need any expertise to remind them how to judge bending of arm




33     Yellow Card and Red Card

To maintain the integrity of the event and spirit of the game, following will be applicable:

  • if a fielder argues with the umpire (other than polite inquiry) when the captain is on field, umpire will immediately show yellow card to the player
  • If the player continues to argue in the game or one more incident occurs in the same game, the umpire will present red card to the player. At this point, the player will no longer be able to participate in the game
  • If a player receives a second Red card, he will no longer be able to participate in the game.
  • Once a yellow card and red card is issued, it can’t be challenged or discussed or reverted back. Once again, yellow card or red card decisions are irreversible

34     Opening Batsmen can’t Bowl

34.1        Opening two batsmen from each team in each innings will not be allowed to Bowl. In other words, the bowlers of the any team CAN’T go as opening batsman



 Procedure for the One Over Per Side Eliminator

Not applicable for Summer League –

Not applicable for Tournament Group Games. Only Tournament Playoff Knockout Games

The following procedure will apply should the provision for a one over per side eliminator be adopted in any match.

1 – Prior to the commencement of the one over per side eliminator each team elects three batsmen and one bowler.

2 – The nominated players are given in writing to the Umpires.

3 – The team batting second in the match will bat first in the one over eliminator.

4 – The loss of two wickets in the over ends the team’s one over innings.

5 – In the event of the teams having the same score after the one over per side eliminator has been completed, a count-back from the final ball of the one over eliminator shall be conducted. The team with the higher scoring delivery shall be the winner. If a team loses two wickets during its over, then any unbowled deliveries will be counted as dot balls. Note that for this purpose, the runs scored from a delivery is defined as the total team runs scored since the completion of the previous legitimate ball, i.e including any runs resulting from wides, no ball or penalty runs.

 In this example both teams scored an equal number of runs from the 6th and 5th ball of their innings. However team 1 scored 2 runs from its 4th ball while team 2 scored a single so team 1 is the winner.
